Thema: Inclusive Education in Finland

Finland offers equal learning opportunities for all and strives to enhance individuality and development of each student. Other important cornerstones of Finnish education: Research-based teacher training program and high-quality teachers who are welleducated autonomous professionals, in addition to high regard for teachers form constructive basics also for inclusive education. European political debate and studies have identified inclusive education as one of the tools to improve quality and equity in education and to ensure more inclusive societies. However, the realisation of inclusion is a major challenge for educational systems throughout the world.
To ensure equal opportunities support actions play a key role. There has been a reform in Finnish special education in 2010 called Learning and schooling support – Tiered frame of special needs education which flexibly provides general, intensified, or special support for every person as early as possible in order to prevent the emergence and growth of problems. The new system takes a pedagogical approach and stresses multi-professional collaboration. It aims to meet increasing support needs and follows the principles of inclusion and prevention.
 
In this presentation the cornerstones of Finnish education will be presented from the
perspective of inclusive education, and realization of Learning and schooling support
system will be discussed.
