The Value and Evaluation of Basic Research

Basic researchers generate knowledge that others may draw on later, often without knowing who will benefit from it or when. But basic research has come under pressure: research that does not deliver immediate returns can be difficult to justify.

The working paper The Valuation and Evaluation of Basic Research, submitted to UZH’s working group The Value of Basic Research, explores what gives basic research its value. The answer lies in the knowledge itself. Basic researchers examine what is considered established knowledge within a discipline and, in doing so, reveal the limits of our current understanding. Without this, research risks remaining confined to the same well-trodden paths.

The working paper proposes distinguishing between three levels of evaluation when assessing basic research: the individual research project, the research program and societal impact. Each level has its own criteria, and the contribution of basic research can and should be described and assessed differently at each one. This makes it possible to evaluate basic research without undermining its value to science and society.

The working paper is based on interviews and workshops conducted with representatives from research, science communication and research development. It proposes specific measures relating to incentive systems, communication and evaluation.
